Third-party inspection: who runs it, and when
Third-party pre-shipment inspection is carried out by the inspection agency, not by us. We welcome third-party pre-shipment inspection (SGS, QIMA, V-Trust) and will provide the China Tobacco Monopoly Production Enterprise Licence and the battery transport documents for your verification on request.
The inspection happens pre-shipment, and you start it: send us the model, the quantity, the agency you want on site and the window it has to fall inside, through our quote page.
When you audit, we will take you to the facility that actually runs your order — live, on video, walking from the office to the line without cutting. Factory visits in Shenzhen and ZOOM tours are both welcome.
Two checks run underneath any inspection. On the line, each unit goes through electrical testing before it moves on, and before anything is packed, units are checked against the order: model, colour, quantity. At model level, every new model goes through a three-stage quality check once, before we offer it: the first 100 units go to a US third-party laboratory, the next 200 go to partner brands, and 500 move through channel trial sales. Once per model — not once per order.
Documents you can request
- The licence. The factories that build for us include the holder of a China Tobacco Monopoly Production Enterprise Licence (export scope), which formal export declaration requires.
- Battery transport paperwork. Battery shipments travel with UN38.3 test reports and an MSDS/SDS for the cell actually used. Battery paperwork is issued against the exact device and cell combination in your order.
Sample lead time: 2-8 days; 5-7 days if paid logo printing is required; blank (white-label) hardware can be dispatched to your nominated forwarder in 2-3 days.
What sits with the factory, not with us
Pulse is the product design and commercial partner. We own the product design, our own tooling (private moulds), and the component supply chain. Production is executed by our licensed manufacturing partners in Shenzhen (Fuyong, Bao’an District). Pulse does not hold a Tobacco Monopoly Production Enterprise Licence in its own company name — production is licensed at our partner factories.
Certificates work the same way. Quality-management, cleanroom and material documentation — ISO 9001, ISO 13485 / GMP, RoHS / CE / FDA food-grade, heavy-metal screening — sits with the individual factories that hold it, and we pass on the copies they release for your file.
Material quality and safety come first. We use screened materials and test for heavy metals with reference to the limits applied under California and Michigan regulations, and finished units are checked before packing rather than assumed clean.
Once an order is confirmed we provide the documentation your customs broker needs, and the authorisation your logistics provider requires to declare the shipment.
What this page does not claim
- We do not claim a specific lithium battery packing instruction for air transport. The documentation we hold does not support that statement.
- We do not claim factory-side certifications in our own company name.
- We cannot legally test with controlled cannabinoid formulations inside China. So our in-house work runs on pure VG, and the customer validates their own formulation on the samples we send.
- Scope: empty vape hardware only. We do not supply, fill or sell oil, nicotine or e-liquid.
If a supplier answers your documentation questions with a certificate pack rather than named documents and named holders, ask who holds each one. For the buyer-side checklist, see how to verify a Shenzhen vape factory and for the process that runs before it, our factory page.
