OEM, ODM, white label — you will see all three terms on vape hardware supplier websites, often used as if they mean the same thing. They do not. Each one puts a different amount of design work on your side and a different amount of control in your hands. Before you ask a factory for a quote, it helps to know which arrangement you are actually asking for.

We have worked in the CBD vape industry for more than 10 years, building disposable vape pen hardware for brands and distributors in North America and Europe. This guide explains the three sourcing models in plain terms, what you can customize at a hardware factory, and how the process runs from brief to shipment.
1. What each term actually means
The three labels describe who owns the design:
OEM — you bring the design, we build it
In an OEM arrangement, your product design and specifications are the starting point. The factory manufactures to your drawings, dimensions, and materials. You get exactly what you designed, and you carry the design responsibility. If you have an in-house engineer or a design partner, this gives you full control.
ODM — we bring the design, you make it yours
In an ODM arrangement, the factory has its own developed models. You pick a base model and customize it — capacity, airflow, branding, packaging, and so on — without starting from a blank page. This is how most vape hardware brands actually start, because a proven base model costs less and de-risks the launch. Most of our work sits here: we offer eight current models plus a wider catalog, and brands adapt them rather than designing from zero.
White label — take a finished product, put your name on it
White label is the lightest form of ODM: the product is already finished and you essentially rebrand it. Little or no hardware change, just your logo and packaging. It is the fastest way to market and the least differentiated. For a private label cbd vape pen, this is usually how new sellers test a market before committing to deeper customization.
In practice, most suppliers — including us — offer a blend rather than one pure mode. The useful question is not “are you OEM or ODM?” but “what can you customize, and what does that process cost in time and money?”
2. Which model fits your brand?
Three questions narrow it down quickly:
- Do you have your own design or engineer? If yes, OEM makes sense. If no, start with ODM on a proven model.
- How important is differentiation? If your shelf position depends on a unique look or feature, invest in hardware-level customization. If you are testing a market, white label keeps the first order cheap.
- What is your timeline? White label is fastest. ODM customization usually adds one design round before production. Full OEM development adds the most time before you see samples.
Whichever mode you pick, the boundary that matters in CBD is the same: hardware only — we develop the hardware and coordinate production through qualified manufacturing partners, and we do not supply or fill oil. Oil, filling, and compliance stay with you or your licensed partners. Customization at a hardware factory never touches the oil side — and no honest supplier will tell you otherwise.
3. What you can actually customize on a vape pen
Customization splits into two layers. Knowing which one you need saves a lot of back-and-forth.
Branding layer — logo, colors, packaging
Your logo on the pen body, your carton design, retail packaging, and box inserts. This applies in every mode and is usually the first thing brands change. It is straightforward, but it is also the layer every competitor can copy.
Hardware layer — capacity, airflow, mouthpiece
This is where a real factory earns its keep. On a disposable pen you can typically adjust:
- Capacity and tank structure. From 0.5 ml single tanks to 5 ml formats, and even dual-tank designs with a flavor switch (our D160 holds two 2 ml tanks).
- Airflow. Fixed draw or adjustable airflow, which changes how the product feels to the user.
- Mouthpiece and body. Shape, materials (PCTG or aluminum), and ergonomics.
- Electronics. Battery size, Type-C charging, smart screens, voltage levels — the features that separate your SKU from the generic pen next to it.

Flavor is not on that list, and that is intentional. Flavor lives in the oil, which is your side of the business. Hardware customization shapes the device; your formulation fills it. When a supplier promises to customize the flavor, they are really talking about the oil side — which a hardware-only manufacturer does not touch.
One engineering note matters before you choose a model: our hardware is designed around thick CBD oil. These pens are not suited to nicotine e-liquids, and we do not build them for that use. If your line is CBD-focused, that is exactly what you want; if you are planning to run both, tell us up front so we can steer you to the right SKUs.
4. How the process runs from brief to shipment
Here is the actual flow when a brand works with us, whether on ODM customization or an OEM project:
- 1. Brief. Send your format, capacity, quantity, and target market. You do not need a finished design to start.
- 2. Proposal within about a week. We come back with a workable solution — which base model, what changes, what it costs. This is where you see whether a supplier can actually engineer or only print logos.
- 3. Samples. You test the hardware with your own oil before committing to volume.
- 4. Three-stage QC before scale. New models are checked in stages: the first 100 units at our partner lab in the US, the next 200 units with partner brands for real-use testing, and the next 500 units through partner retail channels for end-user feedback. Production scales only after all three pass.
- 5. Production and payment. Standard orders run 20-25 days. MOQ is 3,000 pcs per model, with 30% deposit by T/T and 70% before shipment.
- 6. Delivery. Pricing is quoted EXW Shenzhen; from there we coordinate sea or air shipments to the US and Europe, with regulated export execution handled by qualified manufacturing partners, and sample units of our main models are stocked at a partner warehouse in the US so trial orders arrive faster.
If you are choosing between suppliers, ask them to walk you through the same six steps. A factory that answers with a concrete timeline instead of a sales pitch is a factory you can plan around.
5. Choosing the right arrangement for your first order
Most brands we work with start with one proven model, customize the branding and one or two hardware points, and test it in their market before expanding the line. That is the low-risk path: a short first MOQ, samples you can actually feel, and a partner who has already solved the production problems on that base model.
